Consultation on Data Entry Conventions for BLPU Polygons for the NLPG

GeoPlace, in conjunction with the LLPG Polygon Working Group, as ratified by the LLPG Regional Chairs Group, have released a consultation document exploring the potential for LLPG Custodians to capture polygon data.

The purpose of this consultation document is to define the data entry conventions for creating and maintaining Basic Land and Property Unit (BLPU) polygons.  A BLPU Polygon describes the inferred geographical extent of a land and property unit associated with its use in an authority’s land and property gazetteer. 

Interest in this subject has come from the National Land and Property Gazetteer user community; in particular the members of the community who currently maintain such data wish to improve how they maintain the data more efficiently and in a consistent manner across local government.  This document is for those who currently maintain BLPU Polygon data and for all those, equally importantly, who wish to understand the reasons and business benefits of why some local authorities take the time and effort to maintain this type of data

The document does not suggest that this practice should be introduced as a mandatory function; rather the need for the document has been driven by a local government desire for consistency in this area where they are captured locally.

New GeoPlace Board Director named

London, 05 January 2012 - Carolyn Downs, the newly appointed Chief Executive of the Local Government Association, has been named as a new Director and Board Member for GeoPlace LLP. 
Richard Mason, GeoPlace’s Managing Director said: “We are proud that Carolyn has agreed to join the GeoPlace Board.  This is an indication of the strategic importance of the partnership to the LGA.
 
“GeoPlace’s role is to create the single definitive spatial address and street database for England and Wales.  We do this by taking regular updates from each local authority that has a duty to create addresses and street names, and match it together with data from Ordnance Survey, Royal Mail and the Valuation Office Agency.  The resulting data is made available by Ordnance Survey to the whole of the public sector and is invaluable in underpinning service delivery and efficiency savings.
 
“The partnership approach between local and central government working in one single organisation demonstrates how government can work together for the benefit of the whole of the public sector and also deliver benefits to the private sector as well.”
 
Stephen Jones, Finance Director of the LGA and Board Member of GeoPlace, said: “I am delighted that Carolyn is taking on this new role as a Director of GeoPlace. The LGA is committed to the success of GeoPlace and understands the role it can play in helping local authorities to innovate.

GeoPlace is a 50:50 public sector limited liability partnership between the Local Government Association (LGA) and Ordnance Survey.  The GeoPlace Board consists of four Members: two from the Local Government Group and two from Ordnance Survey.  Carolyn replaces former LGA Chief Executive Officer John Ransford who was also a GeoPlace Board Member before his departure from the LGA. 
 
Carolyn joins Stephen Jones, LGA’s Finance Director, Neil Ackroyd, Ordnance Survey’s Director of Data Collection and Management and John Kimmance, Head of Business Sales and Support at Ordnance Survey on the GeoPlace Board.

GeoPlace
GeoPlace is a public sector limited liability partnership between the Local Government Association and Ordnance Survey.  GeoPlace’s role is to create and maintain the National Address Gazetteer Database and the National Street Gazetteer for England and Wales, providing definitive sources of publicly-owned spatial address and street data to the market through Ordnance Survey.  Through agreement with Scotland’s Improvement Service Company, the plan is to extend the coverage to Scotland.
 
National Address Gazetteer Database
The National Address Gazetteer Database, managed by GeoPlace, is the data storage and internal set of processes bringing together the existing local authority sourced Local Land and Property Gazetteers (LLPGs) together with Ordnance Survey, Valuation Office Agency and Royal Mail data from which the AddressBase products are produced.
 
Local Government Association
The Local Government Association is a political organisation that is run by its members. The LGA always strives to agree a common cross-party position on issues and to speak with one voice on behalf of local government.  It aims to set the political agenda and speak in the national media on the issues that matter to council members.
 
Ordnance Survey
Ordnance Survey is Great Britain’s national mapping agency, providing the most accurate and up-to-date geographic data, relied on by government, business and individuals. Ordnance Survey utilises the National Address Gazetteer Database in the creation of the AddressBase range of products available for use in both the public and commercial sectors.

GeoPlace appoints Richard Duffield as National Address Gazetteer Custodian

London, 21 November 2011 - Richard Duffield has been appointed National Address Gazetteer Custodian.  This is a new role within GeoPlace and has been created to coordinate the on-going arrangements for the management of the National Address Gazetteer Database, from which AddressBase products from Ordnance Survey are produced. 
GeoPlace is a public sector limited liability partnership between the Local Government Association and Ordnance Survey.  GeoPlace’s role is to create and maintain the National Address Gazetteer Database and the National Street Gazetteer for England and Wales, providing definitive sources of publicly-owned spatial address and street data. 
 
Richard will manage the operations of the National Address Gazetteer Database in order to ensure data is delivered to users with the highest levels of quality and timeliness.  He will work closely with Neil Silley, the National Land and Property Gazetteer (NLPG) and Simon Bailey, the National Street Gazetteer (NSG) Custodians and other data owners who provide the core sources of intelligence to the National Address Gazetteer Database. 
 
Richard will  be responsible for ensuring that the requirements of all stakeholders – including local government, Ordnance Survey and the PSMA community - are met, as well as compliance to the INSPIRE directive and UK Location Strategy.

2011 National Gazetteers Exemplar Awards Winners Announced

GeoPlace LLP has announced the winners of the 2011 National Gazetteers Exemplar Awards. The awards recognise the outstanding achievements of local authorities, local partnerships, police forces and fire and rescue services, in the creation, maintenance and utilisation of the National Gazetteers.
The 2011 Exemplar Awards will be presented today at the ‘Everything happens Somewhere’ conference, which is taking place at Albert Hall in Nottingham. Both the awards and the conference aim to share, reward and celebrate best practice which brings service improvements and efficiencies through the effective management of address and street information.

GeoPlace is a public sector limited liability partnership between the Local Government Association and Ordnance Survey. GeoPlace’s role is to create and maintain national databases of address and street data sourced from local authorities in England and Wales, brought together with Ordnance Survey data. These national databases provide definitive spatial address and street data as an enabler for public sector improvement and wider application in other sectors.

The 2011 Exemplar Award categories and winners are as follows.

Citizen Award Winner: Merseyside Fire & Rescue Service. The Citizen Award is intended to reward projects where benefits have been delivered to citizens or businesses using the National Gazetteers.

Financial Award Winner: Barnsley Metropolitan Borough Council. This award intends to capture projects which can demonstrate real financial savings through the use of the National Gazetteers.

Green Award Winner: Northumberland County Council. This award aims to capture the range of examples where the National Gazetteers have been used for greener outcomes. Projects should have either reduced environmental impact or increased greener outcomes.
