ConsultingWhere, the international IT consultancy specialising in strategy and management services to the location-based information market, is delighted to announce that, as part of its on-going expansion, it has recruited two new Associates, Dr Peter Lappo and Matt Pennells.
Peter is a hands-on solutions architect and developer with 25 years of experience designing and developing software systems. For the last 18 years, he has been involved with the development of financial systems, usually low latency high performance trading systems, working with amongst others UBS, JP Morgan, Nomura, Man Investments and RBS. He has previously worked with ConsultingWhere in the development of Smartphone applications for the location market.
Matt Pennells is a Location Intelligence professional with experience in the public, private and voluntary sectors. His varied roles have involved managing GI architectures, delivering transformation projects, strategy design and implementation as well as overall business benefit of ‘place’. Having seen many good, and not so good, uses of GI, his goal is the better understanding and wider spread use of GI and its intelligent application to improve organisations in all sectors.
Matt is a regular speaker at industry events and has won awards for his ground-breaking work in achieving efficiency in local government using location technology. He is a volunteer with MapAction, a rapid response ‘mapping for humanitarian relief’ charity which provides leadership and specialist GI skills on the ground at times of natural disasters.

We have worked successfully with Peter in the development of smartphone apps and his expertise with big data in the financial services market allows us to build on opportunities we have already identified in that sector. Matt’s expertise in local government, particularly in relation to cost-benefit analysis supplements our existing capabilities within the property, planning, land and GIS practice group we run for Socitm. We also anticipate him working closely with Phil Knight to grow our International Development practice.”
